The political and legislative Context

Der Autor skizziert zunächst die
partei- und kriminalpolitische Entwicklung,
die zum Crime & Disorder
Act von 1998 geführt hat. Dieses Gesetz
stellt das einschneidendste kriminalpolitische
Reformwerk der letzten
30 Jahre in England und Wales dar.
Durch das Gesetz werden verbindlich
hochrangige Gremien bzw. Personen
aus dem Kommunal- und Polizeibereich
bestimmt, die für die Einrichtung
strategischer Partnerschaften
zur Entwicklung und Einführung
lokaler Strategien mit dem Ziel der
Kriminalitätsreduzierung verantwortlich
sind. Daneben werden gesetzlich
weitere Kooperationspartner
benannt.
The political environment
Throughout the post war period,
crime has been and continues to be
one of the main issues of social concern
and political debate in Britain. . .
Recorded crime doubled from
2.7m in 1980 to 5.6m in 1992, taking
England & Wales to near the top of
the world league for car crime, burglary
and violence.
And although crime totals dropped
for several years, the Conservatives
could no longer claim to be the
party that effectively kept crime under
control. . .
However, rather than just emphasising
its traditional message about
the importance of social and economic
action to reduce crime, Labour
took a different track.
Not only did it promote social /
economic approaches to prevention,
but it also claimed it would take a
‘harder’ line with those that did offend.
Labour ‘stole’ the Tories’ approach
and combined it with their own in a
way that was a major influence on the
outcome of the 1997 General Election.
